Head of Public Service and Secretary to Cabinet calls for Strong Parliament–Public Service Partnership to deliver results for Ugandans

The Head of Public Service and Secretary to Cabinet called on Members of the 12th Parliament to champion a results-oriented approach to governance by working closely with the Public Service to translate Government policies into tangible improvements in the lives of Ugandans.

Delivering a presentation on “From Policy to Impact: The Role of Parliament and the Public Service in Transforming Uganda” during the Induction Seminar for Members of the 12th Parliament at Speke Resort Munyonyo on Tuesday, 30th June 2026, the Head of Public Service and Secretary to Cabinet emphasized that Uganda’s transformation into an upper middle-income country will depend not only on sound policies and legislation, but on effective implementation, accountability and measurable outcomes.

She underscored the complementary roles of Parliament and the Public Service in advancing national development, noting that while Parliament provides the legal framework, approves resources and exercises oversight, the Public Service is responsible for translating Government decisions into programmes and services that improve the welfare of citizens.

“The transformation of Uganda into an upper middle-income country cannot be achieved by the Executive alone. It requires a strong partnership between the Executive, Parliament and the Public Service, each fulfilling its constitutional mandate while working toward a shared national vision,” she said.

The Head of Public Service and Secretary to Cabinet challenged Members of Parliament to strengthen oversight by focusing on the impact of Government interventions rather than simply monitoring expenditure and activities. She noted that citizens ultimately assess Government by the quality of services they receive and the improvements they experience in their daily lives.

“The true measure of governance is not activity. The true measure of governance is impact,” she emphasized, urging leaders to ensure that every law enacted, every budget approved and every programme implemented contributes to meaningful socio-economic transformation.

She further highlighted professionalism, integrity, accountability, innovation and digital transformation as essential pillars of a high-performing Public Service capable of supporting Uganda’s national development agenda. She also called for a Whole-of-Government approach that promotes coordination, collaboration and shared accountability across Government institutions to improve service delivery and accelerate national transformation.

The presentation formed part of the induction programme designed to equip Members of the 12th Parliament with the knowledge and understanding necessary to effectively execute their constitutional mandate and contribute to Uganda’s development aspirations.
