Handover and farewell for the outgoing Commissioner, Policy Development and Capacit Building
On Wednesday, February 5, 2025, a handover ceremony was held for Dr. Abubaker Mohammed Moki, the outgoing Commissioner for Policy Development and Capacity Building, following his attainment of the mandatory retirement age. The event took place in the Cabinet Library, located on the 6th floor of the Office of the President Tower Building.

The ceremony was presided over by the Deputy Head of Public Service and Deputy Secretary to the Cabinet, with distinguished attendees including the Secretary of the Office of the President, the Secretary to Chancery, the Director of the Manifesto Implementation Unit, Under Secretaries from the Departments of Finance, Administration, and Cabinet Secretariat, the Assistant Commissioner of Policy Development, and staff from the Cabinet Secretariat and Finance and Administration departments.
During the ceremony, Dr. Moki was commended for his instrumental role in establishing the Department of Policy Development and Capacity Building following the restructuring of the Cabinet Secretariat. He was also recognized for initiating and driving several key interventions within the Office of the President and the wider public service. Notable among these achievements were:
- Institutionalizing the Policy Analysts Cadre within the Public Service.
- Establishing the Directors, Commissioners, and Under Secretaries (DCUS) Forum.
- Operationalizing the Regulatory Impact Assessment as a key policy analysis tool.
- Ensuring that training in Policy Management was regularly conducted.
- Promoting research on policy-related matters.
- Documenting issues related to policy analysis.

Public Servants were encouraged to emulate Dr. Moki’s exemplary work ethic, dedication, and integrity, ensuring that they, too, contribute diligently to the public service and retire with honor, free of blemishes on their records.
