Cabinet Induction Programme Equips Members of Cabinet for Effective Governance and National Transformation

Induction is a vital process in preparing newly appointed Ministers to assume their responsibilities with clarity, confidence, and a shared understanding of Government priorities. In this regard, the Cabinet Secretariat organized a ten-day Induction Programme for Members of Cabinet and their Permanent Secretaries from 14th to 23rd June 2026 at the National Leadership Institute (NALI), Kyankwanzi.

The programme was designed to:

  1. Enable Members of Cabinet appreciate Cabinet decision-making processes and collective responsibility;
  2. Equip Members of Cabinet with knowledge and skills in strategic leadership, policy development, planning, budgeting, performance management, legislative processes, communication, crisis management, and international diplomacy;
  3. Promote the need for ethical leadership, good governance, and integrity in policy formulation and implementation as pre-requisites for an accountable, efficient and responsive Public Service;
  4. Foster a Whole-of-Government approach to policy implementation and service delivery;
  5. Strengthen understanding of mechanisms for supervision, monitoring and evaluation of Government programmes;
  6. Accelerate the smooth transition for newly appointed Member of Cabinet for continuity, institutional memory and sustainable governance.

Throughout the programme, participants engaged in discussions on the structure of Government, strategic leadership, public policy, governance, accountability, diplomacy, and national development priorities. They also undertook field visits to key strategic investments in the Albertine Region, including Hoima City Stadium, Kabalega International Airport, and developments within the Albertine Graben, providing firsthand appreciation of Government’s transformative infrastructure and economic development initiatives.

Speaking at the closing ceremony, H.E. the Vice President of the Republic of Uganda emphasized the importance of strategic leadership, accountability, integrity, and collective responsibility in advancing Uganda’s national development agenda. She underscored the need for a Whole-of-Government approach in implementing the Fourth National Development Plan (NDP IV), the Ten-Fold Growth Strategy, Vision 2040, and other national priorities aimed at accelerating socio-economic transformation.

The induction programme successfully achieved its intended outcomes by enhancing participants’ understanding of Cabinet business, strengthening leadership and strategic management capabilities, and promoting coordinated Government action towards national transformation. Members of Cabinet and Permanent Secretaries were encouraged to translate the lessons acquired into practical action, uphold the highest standards of public service, combat corruption, strengthen service delivery, and maintain a culture of continuous learning, fitness, and wellness as essential elements of effective leadership.

The programme concluded with a renewed commitment by Government leaders to work collaboratively in delivering results for the people of Uganda and advancing the country’s development aspirations.
